The Rover is a unique magical artifact owned by the Empire of the White Tower. It holds the outward appearance of an ambulance registered to the City of London Police, but is far larger on the inside, taking the form of a comfortable country cottage, complete with bathrooms, bedrooms, and a roaring fireplace. It is operated by Daniel the Footman, and frequently used my members of the Empire's medical establishment including Dr. Elspith Glaistig, Dr. John Seward and Dr. Barnabas Collins.
